The obsessive, compulsive personality may say so, but French immigrants settled in what is now Canada, having migrated from France. The British also contributed to the settlement of Canada, by European immigrants. I am not overlooking the Vikings who apparently made forays into what is now Canada, some centuries earlier. Apparently the French are planning on building a glass wall to protect the Eiffel Tower, and it's lucrative tourist hoards, from such an event. Supposedly the wall will be 2.5 metres high. It still isn't clear what led to him breaking like this.....but it is safe to say that there are more out there just like him. Angry, isolated young men who become increasingly radicalized by what they read on the internet and frustrated by their own impotence.
