Umm...he wasn't being humorous or speaking metaphorically. He was saying this in all seriousness. I wouldn't call this a big goof up on his part...it's the persons fault for allowing this man of power to even BE in this position of power with the IQ of a baboon.
 
I get in trouble sometimes for deadpanning a little too convincingly. However the manner of the rest of his delivery is kind of slow and awkward. It does not dispose the listener to treat his quip as intentional.

The Lithonia Democrat's already-thin frame has shed 30 pounds in the past year. His speech is slower than ever, and he regularly gets lost in thought in the middle of a discussion. He is easily fatigued and often impatient and irritable.

One of the most important qualities of leadership is knowing when to pass the baton. I think Mr. Johnson should realise he's finished his leg of the relay.

Intelligence is something you have to struggle for in this world of bad will and dying mythologies.

Guam is on the verge of doubling the population it had in the mid-80's. That's something to think about. I mean there's a little geopolitical nugget of contemporary wisdom there if you think about it.

In 2000 the pop w about 150,000. In 2008, 175,000. If there is a personnel surge from now until 2014, it could mean a pop increase of 80,000. So, c. 255,000 in 2015. Where do you put those people? "marines and their families." Did I hear that correctly? Well, it's a medium-small island of 209 sq. miles. By Micronesian standards, that's huge. But that adds up to more than 1,000 peeps per square mile. This is a tropical island about a 1,000 miles from anywhere else with industrial productivity. The infrastructure has been said to be weaker than that of mainland USA. Small island roads, moreso than Oahu.

It adds up to a valid concern on the part of the Congressman.
If Guam is a vital security resource it is of $ome importance to take care of it.
Don't let it turn into a vital $ecurity hell hole.
 
This is the one of the funniest things I've ever watched. If the guy is truly ill and dying and cannot think "straight" he needs to resign and enjoy whatever life he has left.

WTH are his family and friends?
