I don't know who that is but that looks like a mugshot and people usually look bad in mugshots. If he was cleaned up and whatnot he'd probably look OK.

I'm guessing he's some idiot in the current news who raped or killed someone.

Physically speaking, it's probably not his most flattering picture... however he does look like he's got potential.

Based on what I read in the article I linked to above, there doesn't appear to be much difference between him and the Greyhound bus cannibal who decapitated his seatmate. Thus, in my opinion, they deserve to be locked in a cell together with a couple of knifes to see who comes out ahead. Or I should say, with a head.
 
The mugshot look is not flattering. But I think he could clean up nicely under different circumstances.
