There's a foundamental difference between sucking your partner off and getting paid to suck off a stranger, regardless of location. I don't see how the former (monogamy) could ever be considered lower than the latter (prostitution).

If they're feeling a bit kinky then I hardly think it's your position to judge.

You have to remind yourself that you cannot superimpose your own connotations of 'restrooms' onto others. Yes, some can be seedy and filthy, but some of them are actually well kept and are reasonable (but not ideal) places to quickly get your rock off with your buddy.
