It was like that for me at boarding school in England - we were only allowed to wear a jockstrap under our rugby shorts, or we could choose to wear nothing. Any other underwear was forbidden. In the scrum in rugby games there was a playing position where you had to put your arm between the guy in front's legs and grab the front of the shorts and jockstrap. How I loved that!
