Using a condom during oral sex is a recommendation specialists know will be taken with a grain of salt because most people hate the taste of latex.

In general, STDs aren't as easily transmittable through oral sex as they are anal or vaginally (especially HIV) but you can certainly still get herpes, HPV, or syphilis this way, as all you need to do is come in contact with a sore (which can be very hard to spot sometimes).

In regards to HIV, well, it's debated as to whether it's really a theoretical risk or an actual risk. There are very few cases where HIV was proven to be transmitted through sexual activity other than anal or vaginal sex, so it's believed to be a MUCH lower risk than those activities. But it can still happen, mainly if HIV infected semen (and usually not pre-cum) gets into fresh open sores in your mouth or gums, or through open cuts in your intestines or stomach. All of these cuts are relatively easy to get as the lining of your gums and mouth are rather fragile, as are the linings of your intestines.

So if you really want to suck on someone's cock you just met (which I wouldn't recommend) make sure there are no cuts or sores in your mouth, you haven't brushed your teeth or flossed recently, and do not let him ejaculate in your mouth. If you really must have him do that, spit it out and don't swallow, washing your mouth out with lukewarm water after.

It's not foolproof, but it's the best way as of now to ensure you are safe.
