Washington (CNN) -- A Pentagon study on how to implement a plan to allow gays to serve openly in the military, "can only be successful if it is managed in a way that minimizes disruption to a force engaged in combat operations," according to Defense Secretary Robert Gates.

Gates made the comments in a letter sent Tuesday to the four service heads and other senior staff who will work on a study looking at implications of repealing the "don't ask don't tell" law.

President Barack Obama requested that the Congress repeal the law and directed Gates to consider how best to implement a repeal
Some of the objectives include:
--Determining any impacts to military readiness, military effectiveness and unit cohesion, recruiting/retention, and recommend any actions that should be taken in light of such impacts
--Recommending appropriate changes, if any, to the Uniform Code of Military Justice
--Determining leadership, guidance and training on standards of conduct and new policies
Well this is very good news. We already knew that the DoD was going to do this, and now it is official I guess.

Now let's see the republicans [Text: Removed by Moderator] try and say how Obama had no involvement in the DOD's move.

I don't know whether it's good news or not. The article is so dreadfully written that I'm not completely sure what Gates actually means. All I learned was that Gates is going to be working with the Rand Corporation in conducting the study.

Here is the text of Gates' speech.

Here is another article (that is clearer) about the response to Gates' statement.

Well obviously he didn't. He doesn't support gays.

It was actually Hillary who got the ball rolling on this. She had a special assignment while things were a bit slow over at State.

Thanks. Now I understand what's new. Lieberman is introducing a bill to lift the ban, ensure non-discrimination, and promote ROTC programs where they had been previously prohibited. The bill has picked up some heavy-weight co-sponsors. There will be a committee meeting with Pentagon officials and a press conference. Excellent.

Within the article is this link to Gates' memo released yesterday. It's an interesting memo and gives an idea of how cooperative Gates will be. The final report is due Dec. 1.

Reporting from Washington — The commandant of the Marine Corps said Thursday that he opposed ending the ban on gays serving openly in the military, the most senior officer to break publicly from President Obama's push to change the current law.

Gen. James T. Conway told the Senate Armed Services Committee that he did not think the law barring gays from serving openly should be changed.

"I think the current policy works," Conway said. "My best military advice to this committee, to the secretary, to the president would be to keep the law such as it is."

i hope the 'study' changes this general's mind
Meh, he isn't really all that important in the decision anymore. The Chairman of the Joint Chiefs, including the President and SecDef are all in favor of repeal. Not to mention the majority of Chiefs. He will be used no doubt, but I doubt it will hold much weight.

We will see though.

Is this the same Lieberman that the Democrats regularly talk shit about and call horrible names around here. This can't be that Lieberman there must be two of them and this is the other one. I can wait to hear all of the Lieberman bashers around here respond to this one.

It is indeed the very same Lieberman. He has a very good voting record on gay issues.
