It doesn't make either of them anything without more information.

Like:
Did the 19 year old enjoy it?
Did money change hands - and which way?
Was it a nice dick?
What's the 19 year olds relationship with his father like?
Was this the first time it had hapened? For both of them?
Had they known each other beforehand?
Was the 45 year old grateful?
Were they naked together?
Did the older man cum?
Did the older man touch the younger man?
etc etc etc.

no!

if the 19yr old was attracted to the older guy then, good for him

I call it karma. One day he will be 45 and may want some 19 year old to play with his dick.

No Meheart, just because you gave some guy a handjob doesn't make you a loser.

I don't think someone qualifies as a loser because of a handjob. I mean, do you consider the guy whose dick he played with to be a loser, just for being 45 and out of shape? People do continue to get action after they're 30 after all, even with persons significantly younger than themselves. And if they knew and liked each other, I'd consider it even less ikely to brand him as a loser.

Out of curiosity, do you know why the younger guy backed out?

Does it actually qualify as a 'hand-job' if it never progressed to a culmination?

From the additional information given above it appears that nothing of any significance, other than a quick grope in a back alley, took place.

The fact that the younger man decided the interaction didn't feel right for him and so stopped then and there suggests he is anything but a loser. Loser behaviour would have been jerking the other guy off to a climax DESPITE finding it distasteful.
