You apparently have this video confused with some other video, because the victim of the police brutality in this case is not a gang member, he never touched the cop, and he wasn't attempting to escape. He was just a drunk dumb ass, and cops are supposed to be trained to cope with minor irritations from drunks without having a psychotic meltdown.

And there's no way the light tapping of that guy's shoe on the window could legitimately be characterized as "kicking" it. Anyone with a scintilla of intelligence can see the victim is simply using his foot to knock on the window to get the cop's attention, since he's unable to use his handcuffed hands to do it. And who can blame him? If you were drunk and needed to take a piss real bad to avoid having to urinate in your pants, you would undoubtedly have done the same thing.

After all, you would never anticipate that a uniformed police officer who's sworn to uphold the law would viciously assault you merely for lightly tapping on the window a second time, in order to try to convince him that you needed to use the bathroom immediately. However, you probably would be afraid of getting beat up if you pissed inside the car, and that may be what the victim was trying to avoid.

Holy shit. Where'd you get GANG MEMBER, ATTEMPTING TO ESCAPE (he said, "I gotta piss."), ATTACKING TAXPAYER PROPERTY (wasn't even a particularly hard window-tapping)? Whoa! Talk about judgmental stereotyping...you win, bro.
 
Strange, that post may have been facetious: the one just before it stated he wasn't going to jump to judge because the events are an excerpt, out of complete context.

When everyone else ranted on, I think he was just playing the devil by providing specious context.

How can anyone make a judgement without knowing the context.

they don't need any context, they see a cop doing something they believe to be wrong and they rail against it. doesn't matter that they have no clue what the circumstances are. if i were that cop, i would have dragged the arrestee from the car, hogged tied him so he couldn't kick anything and thrown him back into the police car.
 
And he likely would have taken the opportunity to piss on you in the process.…

This is a very old trick used by arrestees to make their escape. The arrester knows that the arrestee's trousers would absorb any moisture.
