Same here...the thing is I don't really buy very much from ebay.
PLEASE READ: To register, turn off your VPN (iPhone users- disable iCloud); you can re-enable the VPN after registration. You must maintain an active email address on your account: disposable email addresses cannot be used to register.

My question is,
why do paypal need a police report? they already know the seller was a fraud
They also need proof that you're not a fraud as well.
If they don't get that logic, they want customers the run around .... most customers won't have time for that .... hence paypal keep the refund.![]()
No. Paypal doesn't want you to keep the merchandise and get a refund as well. You can have one or the other, but not both.
I would gladly return the item but the cost of returning is just not worth it.
That is not Paypal's problem. As I said before, you can keep the card and not get a refund or you can return the card and get your money back. You can't keep it and get your money back.
And the reason they want a fax and not an Email is that the fax (short for 'facsimile') is an exact copy of the original document. Email copies can be edited and/or forged.
It's not rocket science.

The answer is to make so much hassles for the customer ... so the customer says its too hard and just forget about it. I'm already thinking it is too hard.
This is the last time I will explain it. They are not out to make hassles for the customer (you). They are out to make sure you got defective merchandise. They aren't about to give you your money back unless you prove to them that you didn't get what you paid for. The fact that the seller had his account deleted because of reports of fraud is irrelevant.
You can keep your card or you can get your money back.
You can't have both!
It is very very very irrelevant.
The seller was removed before the item was sent.
Paypal/ebay should stop the transaction immediately before the seller send the fake item.
