A quick search on Google tells me that China has 18.5% of the world's population and produces 29.2% of its CO2 emissions. As a polluter, it's unarguably punching well above its weight.

Not entirely the case. Total emissions count. Just because China has had a relatively uncontrolled expansion of humans doesn't exempt it from the responsibility of a national(ist) response to killing the overburden of pollution.
