ALSO, in my campus' cafeteria I saw this guy that looked A LOT like me.
I did one of those stop and stares. He looked a bit confused too.

I'd agree with 1 the most. When I had long hair I think I looked like Frodo--that explains 2. And 3--maybe because I'm hispanic and we have similar eyes.

It's happened to me several times... and it was always while I was driving a car, unable to stop or slow down with traffic around me, and each time, the other person saw me, too, and we stared at each other in surprise.
