Facebook gif issue

Ok like plenty of people I have been in the facebook hoose gow once or twice. It seems like I lack the ability to post a gif as a comment on certain posts when commentors before me are able to post said gif! Is my lack of ability to post a gif related to how many times ive been in the FB pokey? On certain posts I can do it but others nope any insight?
