You can use a VST pitch shifter to change the key of the song up/down a half or whole step, but any more than this and it'll sound really artificial.

Are you doing this for karaoke? If so, many companies offer their tracks in the key of your choice. You may want to check that out.
 
There are plenty of free audio processing applications available online. Wavosaur is one of them, but just google around for more.

not sure what you were doing, or if you really got the real audacity and not some malware from a dubios website.

but i have been using audacity for years and so do many many many other users. it's one of the highest rated open source programs.

There is Cool Edit Pro 2.0 (the one with MP3 support). I believe they offer a 30-Day trial but it costs money to purchase. Of course you can always visit "the bay" but that's your decision.

It's a shame to hear Audacity doesn't work because that's the best free audio editing software out there.
