Anything that could possibly be construed as presenting a positive image of homosexuality is all it takes.
To be suspected of the crime of homosexuality is proof of guilt.
 
If you were undoubtably hetrosexual then that is an innocent image of male friendship but if you were suspected of homosexuality then a group of attrctive young men is obviously gay propaganda. It's like a witchunt when the word meant hunting for witches, they dunked the woman in the river, if she drowned she was not a witch, if she floated she must be a witch so they killed her.
