Gay Men with Bio Hazard Tats

If we see a gay man with a bio hazard tattoo- three rings with a chunk missing from each circle, is that in general, a statement by him that he is HIV positive?
 
I find the whole concept rather degrading, but whatever it's his body.
 
In London in the 90's it was quite common for HIV+ gay men to have a Bio-Hazard tattoo either on their pectoral muscle, their left one if passive, their right if active.
Or at the top of their arm. The men who had these done were in the whole gay activists.

As an aside: Back then many ambulance crews were glad to be forewarned of any blood borne virus.

I remember and liked that avatar. I just thought it was sci-fi/geek/mutant/science nerd. I guess I'm too naive to think it could have been any type of actual warning of HIV status. I've never taken subject matter of tattoos very seriously or tried to interpret their meaning. Why would I think that one was serious while all the others are not?
