Cut taxes
That's almost always a good thing. The way he cut them may or may not have been the best (okay, it wasn't), but it did nevertheless increase the general welfare and all.

Pulled us together on 9/11
Granted the failure to predict and protect, and the moronic direction he ended up taking things later, the focus and morale Bush provided, especially from "ground zero", for a few days, stand out among U.S. Presidents.

Defined the 2nd Amendment
This was one of two things Ashcroft did right while darkening D.C. with his presence; there's never been any foundation to believe the 2nd isn't guarding an individual right just like all the other places "the people" pops up; of course Ashcroft did it at Bush's direction.
But Bush also did this by demonstrating just what the ultimate reason for that particular guarantee is...

Showed how much the military needs updating
This comes in the "every cloud has a silver lining" department: without the Iraq adventure, we'd never have really known just how lacking our forces are in facing today's threats, and started to do something about it.

I remember when Bush41 was running for re-election. He was touting all of the "jobs" that he had created under his administration.
