It's no longer so easy to believe it's malware since three different anti-malware programs have given it a clean bill of health.
Tomorrow I drop off my 'puter for a Win7 reinstall.

My tech friend found a software conflict between AVG and Microsoft Security, and remedied that. He thought it was fixed, but... not.
Since then I've discovered that if I turn off Windows Explorer everything works fine. I can't find the original disk, so I guess my next step is to contact the manufacturer and get a new OEM copy and do the reinstall myself.
You say its slow but it only shows a CPU usage of ~4%, then the hard disk is the one that's causing the problems.
Open task manager -> performance tab -> resource monitor, go to the tab Disk and filter by Total bytes/sec and see what's causing your disk to clog up.
For people saying they gave up on Windows or whatever, utter bullshit, every OS will slow down/get buggy and whatever if you don't maintain it and don't know what you are doing whether its Linux/Mac or Windows. I have never had any problems with any Windows installation myself, it all depends on what you are doing with the thing to screw it up.
