I ordered the item in early September and I got an e-mail immediately saying the item shipped, it was fully paid for but it never arrived. The seller provided a tracking number and I entered it on USPS.com and it says:

"The U.S. Postal Service was electronically notified by the shipper on September 14, 2012 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. No further information is available for this item. Additional information for this item is stored in files offline."

I've ordered things before, from another the other side of the country and always using the cheapest shipping option and the longest I've waited was less than a month. It's confusing because the seller has sold thousands of items and has a 97% positive feedback rating. I sent the seller a few messages and they ignored them all. I was clearly ripped off and I want my money back. What do I do?
 
I dont trust ebay. I sold something on there the the buyer used a bad credit card, so paypal shut down my account and is holding it hostage till I pay them back.
I would contact the state AG that the business is based in to start.

Ebay and paypal are the same.
They rely on customers trusting each other.
If there are any problems, it is nearly impossible to do anything and not worst the time to try sorting things out.
 
Did you pay via credit card?...or Paypal?

You can open a claim right now and if there is no proof of having received the item (a mailing receipt alone is not proof)...you will get your money back. I assume you did not pay cash? The thing with credit crads is that anytime you pay for goods not recieved you can get your money back...same with paypal. It is up to the merchant to prove that the goods were recieved and if they are unresponsive you dont' have to worry because they will automatically be charged back the amount due you.

You can also open a claim on Ebay using their 'Never Recevied Goods' service. I believe Ebay has some kind of buyer protection service...I have never had to use it but have heard of it.
 
One important thing you need to do is leave a negative feedback. Make sure you state honestly and accurately why your rating is so. This will at least inform other eBayers of the issues you experienced and may save others from experiencing it as well.

EBay offers an "EBay Buyer Protection"...

Its actually QUITE EASY -- and in THIS CASE necessary!!! ..|

As a SELLER on EBay (and occasional buyer) -- I'm BOUND by that as part of my "sellers contract"...

File a Buyer Protection claim with ebay stating that you never received the item. They have the tracking number that shows it was never shipped, so it should be an open and shut case. If the buyer has that high of a feedback score, they very well may have forgotten about the package, or misplaced it.

This does not indicate receipt by the USPS or the actual mailing date." does NOT necessarily mean the seller never shipped it - it could just mean that the Postal clerk did not scan the item "in" when it was mailed - this has happened to me where I had that message show right up to delivery.

But - the fact that you have written back to the seller and not had a reply - that says you have a problem.

As suggested above - open an item not received depute with eBay - and it will also do it with Paypal if you paid via that service. If you paid via Paypal don't worry - you will get your money back. But ACT FAST - if you wait to long they will not accept the claim.
 
I wouldnt go below 98.5 % (even that would make me nervous)
there are sellers with 99-100% feedback

depends on the volume of sales they do re: feedback

Feedback is key. I'll only buy from people with under 99-100% if their feedback is for silly stuff, like shipping was too slow or shipping charges were too high.
