Add me to the group that sees it as a normal and natural thing to do - as natural as scratching an itch, as someone above mentioned. Penises aren't dirty or immoral - no more dirty or immoral than your elbow. It's another part of your body and it can get itches and get stuck in the wrong position every once in a while. Why should we treat it differently? How dare we require someone to retreat to a place such as a restroom in order to take care of things when a simple and swift movement that should only last a second or two can be accomplished without all the fuss?

Mo'Nique says something to that effect, albeit she talks about women's genitals, but it works for guys nonetheless.

Now when a guy is doing it in an overtly sexual way, that's something different. If the situation calls for it and both men (or the man and woman) express interest, I see no problem with it if it's done in the right place and right time. If there are kids or obviously people watching, then the sexual advances should be a bit more subtle and between whichever parties wish to have them.

You cannot tell guys at the same time they must wear trousers and forbid them to adjust. I could admit guys would not be allowed to adjust when they wouldn't have to wear trousers, but as soon as you put guys in trousers, all adjustments are allowed without any limits. And tell them to wait until they are in the Gents or other bullshit, is just plain bullshit.
