Because they did what everyone else did. Follow the crows. (like sheep follow each other). Less individuality in thinking. Plus, in the 90s, guys saw other guys shave and thought THEY had to shave to be part of the "in crowd."
But some guys like that bodybuilder look from the '70s. Arnold, Frank Zane, etc. They want to show off every striation in their body. If only their minds were as developed as their bodies...

Personally, I've long felt that a lot of the shaving with str8 & bi men has been female-driven...they let themselves be pussy-whipped into shaving, particularly their bush. SMH. Just terrible.
