Lamely, my post about the one I made has been deleted during one of the many updates since I joined. It was one of the first things I posted about. complete with pics of me using it.
I carved mine out of a pool noodle. Using a sharpie, I marked out what looked like a fair length and thickness, then I cut it out with a utility knife. It was pretty easy, actually. I then sanded the whole thing to get rid of the edges from the cutting. Then, I covered it with a layer of flexible modeling material. ***I have since decided that the smarter choice would have been to cover it with liquid latex, which would eliminate the need for the next step(s).*** Lastly, I sanded it again, and covered the whole thing with a finger of a latex glove. Those gloves are very stretchy and it takes a lot to make them break.
Hope this helps. Here's a pic of the thing when it was done, compared to my actual cock. It was 8" long when finished.

Candles are cheap and come in different sizes, they are not sharp, I put a baggie around one and use it. When done I throw out the baggie and have a nice clean candle.

A cheap and easy solution is to get soggy (clean) toilet paper(you'll need at least half a roll), squeeze out as much water as you can, and shape it however you'd like it. The guy whose idea this was originally then covered it in saran wrap, but I found a condom works much better. I actually just did this today. Worked great! (but I made it a bit too big, and I had a pretty hard time getting the condom to stay on) Here's 2 more things I did (optional)
1. Two balls of the half-dried soggy tp in a condom, superglued to the base (these are testicles)
2. A third condom put over the whole thing (not including the balls), cut of the very tip, superglue it right under the head. Add lube underneath it, and superglue the open end onto the base of the dildo You now have foreskin! NOTE: In the future, I am going to use a large size condom for the foreskin that the one for the rest of it. It worked as is, but I think it would work better if it was bigger.
3. I didn't do this one, but I think I will next time. Form it around a straw, superglue the tip of the first condom into the straw before pulling the condom down around the tp dildo Once it's tied off, poke a hole in the top/straw. You now have a urethra! Great for piss or fake cum!
All in all, 3 condoms, a roll of tp, and maybe a straw. well worth it. Will do it again. Plus it's (temporarily) reusable!
