And it makes me think of the Palestinian Islamic Jihad thriving on U.K. "humanitarian" funds during the 80s, 90s and 2000s.

I'd say that the British learnt a lot from their colonial predecessors and contemporaries and helped set a new standard for human rights which hadn't existed before then. Who with power keeps their hands clean?
