Forget that -- go straight to elimination of congressional districts and have each state vote proportionately.
 
I don't see Congress changing dramatically. Maybe the Dems will pick up a couple seats in the House. The Senate will likely be net unchanged. And people will wonder why nothing changes.

That is a bad assumption.;)

The dems will still lose seats in the senate, but not as much, and the GOP will still lose seats in the house, but more than thought before.

It will give the senate GOP the filibuster, even if the house is lost.

Boston is in an uproar politically this evening. Romney is in full tilt panic mode.
