That picture's from her yearly Throne Speech, where the parliamentary plans for the coming year are laid out. A major part of the day (perhaps the most important) is the 'hat parade'. Every woman present at the speech wears a fugly hat that's supposed to be avant garde. The Queen, not to be outdone by anyone because she is the queen, usually has the fugliest.
