Actions only make sense as long as there is the same thinking that makes languages, with their barriers and all that.
You can't avoid your defective in reasoning by blaming it on languages and making up the crazy idea that there is something external, call it "actions" or whatever you want, something actually, objectively "real" forced upon you and everyone. If it was so, dissensions would be materially impossible: the closest situation to that would be a perfect borg-like (antinatural for the reasons given) dictatorship, or the perfect unity of "God", in which case, rather than being impossible, it would simply have no sense talking of dissension or misunderstanding at all.
