I always remove apps that I don't use at least once every few days. It's easy enough to redownload them if necessary. I think you should have bought the next size iPad. ;)

I don't know of any other solutions except for removing that which you don't frequently use.
 
I don't understand what this has to do with iCloud. Your iCloud account is only storing 238 MB. You get 5GB free.

The iPad itself is full, not iCloud. Delete some apps you don't need.
 
Your iCloud storage has nothing to do with real space left on your iPad. What size is your iPad? You need to go to Settings/General/Usage.

I can buy a 32 GB micro SD card for $32. But a 32 GB iPad would cost me $600.

They won't ever because then they can't get fanboys to buy icloud space.

Also if you have an ipod or iphone, guess what? It will eat into your icloud space too.
 
I don't use it for music I just sync important stuff and I usually upload my phone's pictures to Dropbox.
