Only in a few larger cities in some western countries. Most places it definitely is not.
And even where it is accepted it isn't universal. I'm in Atlanta which is a fairly progressive city and I still encounter plenty of homophobia here.

I don't think I would have wanted to be homosexual if I were heterosexual. Of course, I wouldn't be compelled to change from my current state either. I'm a person who doesn't like change.
