Haven't been to one for years, and I don't know which one you're talking about, but I'll give it a shot.
Saunas/bathhouses are the most superficial place to meet guys, because they're aren't any other criteria except how good you look naked. If you're good looking -- which means a gym body -- you'll do great. Otherwise, it can be very frustrating. Being 21 is definitely a plus if you can stand being ogled by a lot of older guys.
Most saunas have private rooms in addition to a communal sauna and/or steam room. The serious cruising usually goes on in the private rooms. If a guy is available, he'll leave his door open. If you're interested, stop by his doorway. He'll either say, Sorry just resting, or Come on in. Condoms are usually in ample supply.
In the hallways, guys usually wear towels. Nudity is only for the showers/steam room/sauna. Theoretically you can cruise somebody in a hallway, but usually not much happens.
The later you go, the better. The sauna scene doesn't really pick up till after midnight or even 1 a.m. A lot of guys go there after giving up finding somebody at a bar.
In most saunas, there's not much to do except cruise and have sex. It's not usually a place people go with their friends. If you're not feeling horny, plan something else to do.

Saunas? What saunas?
I live in NYC. The guys who left discouraging messages here are not kidding you. The last bath house in Manhattan died at least ten years ago, and all that's left are a couple of dreary "men's clubs" that have a small sauna that sometimes isn't even working. And they have monitors prowling the corridors to make sure you're not doing anything naughty.
There are also two or three -- what should I call them? -- sex clubs, where men can get it on. Admission prices are high, and there's a wide variety of types from California Prunes (thanks, RationalLunacy) to 300-pound trolls to some fairly well-built younger guys.
Stench, goo on the floor, tension in the air.
It's not a very appealing scene.
As a New Yorker, I want visitors to have a good time here, but I'm afraid we don't have much of what you're looking for. We used to. We don't anymore.

It's been several years but the one I went to in Vancouver was extremely clean and the only odour in the air was that of bleach.
The men were of all varieties but there wasn't a shortage of hotties by any means.
In contrast, I went to one in L.A. that was a slovenly old building.

I have a couple of good friends that work in the bathhouse in DC.....of course it's not a bathhouse; it's a "Club." Most "clubs" have a one day or monthly membership fee...that gets them around a host of local ordinances and laws.
Stephen and Jon said the owner of the one in DC (and there used to be two...one closed to make way for a baseball stadium) is rather particular on cleanliness and they strive to clean the showers, the steam room, the regular rooms. Most all bathhouses have "large rooms," "small rooms," and usually lockers. They laughed and said it just reminded them of Goldilocks...which it isn't.
They have pointed me to a couple very nice ones -- one in Ft. Lauderdale that you can sunbathe outside by a large pool nude and that has a buffet on weekends. I was not ready to nude sunbathe on a beach so they pointed me to "The Club" (I think that was the name)
I have never been to the ones in New York but Jon said there is an "east" and a "west" and they are different. I can't remember which he said was better but I'll ask him this weekend when I see him and let you know!

but also be prepared to be disappointed, as so often you really don't find what you are expecting.

Yeah, actually I haven't been to New York for sex purposes in quite a while. Didn't realize all the bathhouses had closed down.
Looked at an online gay guide and found places called the Eastside Club and the Westside Club. The Eastside Club is said to be "three floors of fun." Is that false advertising?
