Is there anything better or equal to iPad3 in terms of:

1/ graphic quality for photos?
2/ applications for photographers ?
3/ cheaper price ?
 
You're gonna struggle to find something. The new iPad has a much higher resolution display, meaning graphics and photos are gonna look awesome. No other tablet I can think of has anywhere near that resolution.

I've played with a Galaxy Tab, and wasn't much impressed by it. Seemed really cheap, the display looked grainy and performance wasn't fantastic either. I've also previously tried a Dell tablet (no idea what it was) and it was nice, but unremarkable. You could hold out for a Windows 8 tablet if you wanted to, though who knows what the first run will be like.

As for apps, you've got plenty to choose from across iOS and Android, though the new iPhoto for iPad is supposed to be quite powerful. Adobe's got their Photoshop apps as well.

Price? Your wallet's gonna hurt no matter where you go. Let me point out that Australia is one of the countries with the cheapest iPads, thanks to our strong dollar.

With an iPad, you get the confidence knowing it won't be superceded by another model for about a year, and that no matter what model you buy, you'll be able to do everything you need.
 
I'll echo what silverbelt said. The Retina Display on the new iPad should make it perfect for viewing photos. It also has quad core graphics which should put a little muscle behind them. They should come out sharp, crisp, and better than any other tablet as of right now.

Adobe makes a PS app for iOS. It's not like what you would be used to on the computer, but it's capable. Also, check out iPhoto for iOS, which is getting good reviews.

You can check out some of what it can do. If you need professional like applications, however, I am not sure if you'll find them on a mobile platform at this point.

You can get tablets that are cheaper than the iPad, but I don't think they would be as good. You won't get the fantastic display, etc. I really think it's worth it for the money, at least when you compare it to alternatives. It will cost more, but I think you get a better product (IMO). Also if you have a Mac, the iPad will sync up nicely through iCloud.

Just some things to keep in mind.
 
The one that comes closest to beating the iPad is the Galaxy Tab 7.7. Yes, it has a significantly smaller display, but its got an Exynos processor (a distant cousin of Apple's A5X), a 1280x800 Super AMOLED Plus display, a pretty nice build, and Verizon's LTE.

The only problem is that you would need to sign a 2 year contract to get it at $499, otherwise you would have to pony up over $600 for it.
 
It really boils down can you tolerate Android. Some people get tired of Android since it is a more advanced OS then iOS 5. An iPad is easier to use.

The serious contenders to the iPad is the Samsung Galaxy 10.1 and 7.7. The 10.1 has a better screen then the iPad 2 and better cameras than all iPads. The iPad 3 and the Galaxy tabs have very similar screens.

For photography (I know several pro photographers) you will be better off with the Ipad 3.

The cameras on the Tabs are 3 megapixel crap shooters. Better than the iPad 2, but worse than the iPad 3.

And no, none of the Tab screens are comparable to the iPad 3's. (yet) The closest would be the 7.7, but for most people that isn't going to be big enough. The real competitor for the iPad 3's screen is coming in the 10.1's replacement.
