Why didn't they just speak on the phone in the first place instead of the back and forth on social media?

It was very self-serving of Musk to suddenly post critical comments about the Bill publicly rather than talk behind the scenes with Trump and Congress. I think that he was looking for attention and a chance to flex his muscle. He knew how Trump would respond. Being the richest man in the world is getting to his head.

They are both horrible people and I hope they tear one another to bits.

I think what is happening is that they both realize they are in a no-win situation though and that Trump Always Chickens Out.
