The issue is not that women are somehow genetically unable to learn how to give good blowjobs, it's that so few actually want to. For far too many it's that disgusting chore that they might put up with until they get married, and then never again. Whereas most men who suck cock at all are fairly enthusiastic about doing so. I'm sure that with long years of experience dedicated women can develop the skills to compete against their expert male counterparts, but unless one's going to the professionals the odds of getting a good blowjob are much higher if the giver is a man.
