What you say sounds possible, but I am not in a position to really know. If this helps; my cock gets small and soft and the tip is partially exposed, but not fully exposed. I think that the tight cut was more common back in the 50's through the 70's. Also some guys are just harder than others by nature, seems more common in the lower average size.
