Rent control is a very poor idea, especially compared to poorness control. Put a floor on people's poverty and then let them make their own choices on the open market.

Limiting how many properties someone owns is a total distraction from the real issue.

The problem with poverty is: housing? addiction? disability? class? education? will power? jobs? early childhood nutrition? standardised testing? violence?

No; the clue is in the name. The problem with poverty is poorness. When people have money, they are usually their own best agents for changing those other problems in their lives.
