Met this dude a few months ago in a 12 step meeting. I’ll call him “J”. The first thing I noticed was his eyes. They are the bluest I’ve ever seen!! He’s probably in his 40s (I’m 72, look 55 and act 25!!). I’ve been noticing him staring at me all during the meeting. Not too overtly, but he keeps returning. Today, he sat close to me, so I watched him out of my peripheral vision. It was pretty obvious. He wears slacks, so I started staring at his crotch, but not too much. Could see the outline of his dick. No boner or anything. Then I noticed he had on a wedding ring. That excited me. I think if I was going to fool around with a man again, both of us would be on the DL.

Well first you said he had a wedding ring so he's married and most married are usually on the DL anyways if they are interested in other men too. Have you talked to this guy if you haven't maybe you could just talk and become friends or just talk to each other while your at this meeting
 
We will never know why a guy stares at other guys, your best bet is to just start saying hi to him and maybe having a convo with him.
 
Not true, I don't stare at guys but if I would, for example in a gay sex club, it's because I'm interested.
 
If you like him a lot , be friendly . I think he might like you back as well , you won't know until you start socializing with him and getting to know him better . In short , try becoming friends with him
