my guess is that these hotels that are targets are hotels that cater to businessmen because apparently? these guys are frequent travelers...

from the readings the bathroom stalls that are the most frequent targets are places like homo-depot - I just can't imagine that in this day and age that children are sent into public bathrooms unsupervised although admittedly I am far removed from suburban America

it is interesting that no one has admitted to encountering tagging - I myself have seen it on numerous occasions - many shopping mall bathrooms - park bathrooms - adult stores - gas stations etc but I never knew that it was a thing - never knew it was tagging.... I did know that guys tag their own baseball caps but I didn't know what it was called...
