Many Latinos are much darker than Rafael Alencar is; he is definitely on the lighter side. And a lot of people who look "White" or even pass themselves as such are really light-skinned Latinos. Many people from Europe are called "White" even though they have a similar complexion as Rafael. In its usage, the word is quite general and flexible. For that matter, so is "Latino."

And I've seen many latinos darker than Rafael, but that doesn't mean he's "light". I'd say he's medium for a latino. Regardless of what he may be considered in Europe, here in the U.S. I highly doubt anyone would consider him "light".

Also, some latinos are white, so if a "light-skinned latino" calls himself "white", that doesn't necessarily mean he's trying to "pass". He could simply be a white latino.
