Because "lol" and "ha" mean two different things. "Ha" is short and sometimes barely laughing. "lol" is continuous laughter that is (usually) longer than a simple "ha", and if you typed out more "ha"s (i.e. hahahaha) then it becomes longer than a simple lol (and thus, lazy people won't type that). Also, "Ha", if taken out of context, could also be an abbreviation for Hell's Angels, Dubnium, or Homosexuals Anonymous.
