It would depend on the body they are attached to. If I find the man attractive I'll likely find his legs attractive as well. Legs by themselves are a complete turn off. No body? No way.

Yes! I live in a university town. Most students go by bike. During summertime lots of guys in shorts, riding bikes. SO HOT!
 
I've had big calves since high school. I averaged 30+ miles a day running around town on my 10 speed. I don't bike anymore but my calves are still big (and pretty solid). When I climb stairs, I don't go up them flat footed. I've always walked on the balls of my feet which works the calf muscles.

Guys that have no calf muscles are a turn off.

I don't find legs un-sexy but it's not the first thing I'd be looking at or play with.
