Well, no it isn't. There aren't that many deadly or debilitating recessives out there, and those that do exist are broadly distributed in whole ethnic communities.

So while incest does raise the probability of doubling a recessive, it raises it from "very small" to "small." And this is also an argument for not getting together with someone of your same ethnicity!
