The French are generally regarded as the nationality who are most comfortable with the scent of their own bodies, which, to people of other countries, has led them to vote the French the smelliest nation of people in the world. I found French guys had a noticeable body odor, but I never found it unpleasant: just noticeable.
Besides which, no two people smell exactly the same (in my experience). So "smelly" by one person's assessment, might just be "fragrant" by mine.

As an American living in France, I can say with certainty that (unfortunately) this is changing. Yes, people aged sort of 50+ are often pretty smelly, especially at the end of day or after working all day ... but young people in France - like young people anywhere - are now actually pretty terrified of having body odor, and so now cover themselves with deodorants and all kinds of perfumes (like, I say, unfortunately, in my view!) In some cases, a car packed with 18-22 year old boys will go by, and if the car windows are down, you can actually smell their cologne from the sidewalk as the car passes.

Even worse, judging by what I've seen on the beach, so not wholly scientific, I reckon that about 85% of French men under 30 now shave their armpits for that same reason - completely bare - which is even WORSE (in my view).

Of course, there are exceptions, and there are some cases where you lean in to kiss the cheeks of a young French guy (quite a common way to greet people you know well) and as you both lean in, you do get a little gust of muskiness ... which makes me weak in the knees .. but sadly that's getting more and more rare :-(
