Aren't blowjobs sex anymore. I don't know how oral sex, penetration or maturbation is any different legally speaking. That in first place.

In second place the legal consent age can be aleatory but how can you know when a teenager is safe to be abused by an adult.

Third and last an adult is supposed to manage to keep his dick in his trousers or his mouth away from your crotch if you are underage, even if it's the minor the one looking for a sexual encounter. In the case of the OP's I think the guy should have been charged and that should be the same for anyone in his 20's.

Since it technically wasn't illegal at the time, I think the only person who could judge the situation is the 14 year old. I know when I was 14, I definitely would have accepted the offer.

Its actually not. (at least not here). The OP's post was poorly worded. The age of consent used to be 14, flat out, plain and simple. Now it is 16, flat out plain and simple. All sexual acts are considered equal, and have the same age of consent, save for anal intercourse, where age of consent is 18 (well... 18 yo, or married). This is due to outdated, old laws, which many people believe should be changed to be inclusive to homosexual teenagers wishing to explore their sexuality. . I don't know how strictly it is enforced (and actually when I was researching this, the information on official Canadian law sites said that its hard to tell how likely this law is to be enforced) It stems from the same place as many countries' sodomy laws, but since it isn't a huge deal ( a 2 year different in age of consent, IF enforced) it hasn't been changed/removed yet.

While under age is always wrong what is important also is;

That no older person forces a younger to do anything or do him back in a case like yours. I have met guys 16 and whether it was legal or not they were more savy than me.
