Virginia needed 2 states because West Virginia didn't agree with the states view on the Civil war & succession. Other southern Applachian states disagreed vigorously with slavery & succession such as Tenn. but they were really too pussy to do what happened in W. VA

During the second wheeling convention on June 11th 1863 Arther Boreman proclaimed ", "We are determined to live under a State Government in the United States of America and under the Constitution of the United States."

So, as a result West Virginia became 1 of 2 new states in the Civil war, the only border state and that was vitally important. Not to mention that history of the first skirmish & atrocities & murder, a first spark of civil war to silence the Abolitionist occurred in West Virginia.

Just for the record, this is not my racist aunt. This comes from someone's blog. I'm well aware of the reason for the existence of West Virginia. And it's my dad who worries about the coloreds, not any of my aunts.
