Exactly. It is the same problem that Hilter and Speer had when envisioning the architecture and public spaces of the Third Reich.
Whereas the Rose Garden had its own visual and environmental integrity and purpose even when not populated...these plaza spaces serve no purpose when the small throng of sycophants aren't occupying them...they look lonely and purposeless.
