I don't think we should give people a free pass to play the victim after they fuck up and make a mistake just because they're young. If you're aware that you must be tested for HIV to perform this scene, you'd have to be pretty dumb to still not be aware of the risk that you're taking. Talk to any good parent and they will tell you that teaching kids to take responsibility for their actions and deal with the consequences afterwards is the way to go. That's how they learn. Not everything is going to be handed to you on a silver platter my friend. All parents reach a point where they have to let their children go and make mistakes. Looking on line for a bit of info I found that in the state of Florida, in 2011, 17,125 girls between the ages of 15 and 19 gave birth. 192 girls under the age of 15 also gave birth that year.
Of course these weren't virgin births. There had to have been the same numbers of boys involved. So, we know that at least 34,634 teenagers had unprotected sex in, or within 9 months prior to, 2011, and it's probably safe to assume that they all did it for free.
The site also says that 84% of Florida's students (grades 9-12) had been taught about AIDS or HIV infection in/by 2011.

...In the interview in one of the links, the mother had a different last name than "Noel." Perhaps she's a single mother who could not adequately support the family...Just saying that we don't know the circumstances or have enough information of how things went within their family to judge the mother as irresponsible or creepy.
