look at that thread for the pic of the scrotum i posted. those are glands though, but sound a bit more like you describe it.
just to re-assure you are talking about bumps, not warts (more "poking out") - right?
however i think you can trust the doc here - ppp look different than std warts, and if that doc most likely has seen both before ;)
 
what you describe sounds like all have pointed out.... benign, not STD related. Warts look different than papules.... a doctor would know the difference. And if he's had them forever, it's not an STD.
 
If you are still worried, you could:

1. Have him go to an STD clinic and get tested.

2. Have him go to a dermatologist for a specialist's opinion.
 
Pearly penile papules, google it and look at images. It sounds like them and they are not an STD, nor are they contagious.
 
On the shaft is more typical of Fordyce's spots. PPP is usually on the corona of the glans.
