It is a rhetorical device. In fact it's an epistolatory device.

The thread title and the anthem you mention are in the form of a letter where we address our correspondent. When you sing that song you're addressing Canada, vowing your allegiance and promising to stand on guard for the homeland. I am, in turn, vigilantly standing here on the headlands for Belamo as he makes his way back and forth across the ethereal seas— and hopefully to grace us with his presence.
