I rose from the lowest beginning rank so I get it entirely. Your statement that "many on the bottom that do manual work don't." is misguided at best.

I know the military is much more aggressive with an 'Up or out' mentality but GSA is just as pressed. However, I know there are plenty of stagnant jobs. Here is the deal though the federal workforce is tiered. Such as you cant have ALL GS-8 or 9's. There is a structure. SO if you know someone or if you yourself fail to get promoted then you or they are simply not good at your job. OR I have met many folks in GS employment who are retired military. They work a GS job to be able to afford life and are happy with no responsibility. Some folks simply like to be led.

Yet out of all that I will take my anecdotal experience with various GS employees in multiple agencies and states in the last 22 years over your anecdotal "man the guy at the bottom is treated bad" leave it to beaver story.

Feel free to provide some examples or some proof with cites or a much more descriptive post before you make sweeping accusations.
