Having had sex with thousands of intact men as well as thousands of half-dick men, I can say I've encountered a few intact penises that weren't clean, but hundreds more mutilated ones whose proud (exaggeratedly proud, in fact) owners did not know the most basic things about sexual hygiene.

Some cultures traditionally have access to less water than others, having said this, all of the cut dick men from Africa, Turkey, [STRIKE]Bangladesh[/STRIKE] or the Mahgreb I've been with have had clean penisses.
