Over here, foundations are underground as well, whether or not there is a basement. The foundations are built upon 'footings' and the house is built upon the foundations. If there is a basement, the foundation above the ground level allows for windows and waterproofing. Very few homes sit at ground level.
Its a very stupid trend to "modernize" that mid century brick ranch around where I live. Example:
Now how is this going to look 5, 10, 15 years from now when painted brick becomes passe and out of fashion???? You can't unpaint brick, if you do this, you are committed to it for the life of the house.
I've also noticed that these painted brick houses are usually flip houses here in Nashville. If you aren't careful, flip houses can be way overpriced and you could be stuck in some negative equity when this real estate market crashes in the next few years.
I would have painted the foundation too, because I don't like the look of bare concrete....but I would have either matched the siding or the brick color.

We have a neighbor -- a few houses down that painted her entire house (shutters, door and ALL) EMERALD GREEN!
I'm pretty sure (hopeful) that she is as horrified as are all of us.
